Unfair distribution of funds

I am appalled at anyone being discriminated against based on any difference
who perished in the tragedy of 9/11. This is a direct violation of our
constitution and downright disgusting. This sort of attitude is exactly what
let to this horrible tragedy in the first place -- separatism,
discrimination, and hatred. Why on earth would you choose to perpetuate it?
This is an opportunity to show the individual states that they are WRONG, not
to give into their prejudices.
