Compensation

I was unaware that the government was giving away additional taxpayer's
dollars to the 9/11 victims. I understand that this was a horrible thing
to have happened and my condolences go out to the victims, and in fact I
made a substantial chiritable donation. What I cannot understand is why
Congress deems it appropriate to compensate these unfortunate people.
While it was a great trajedy, I don't understand how being in the wrong
place at the wrong time is the fault or responsibility of the taxpayers.
