Could you please define "victim" when it come to the 9/11 attack. It has
been my experience that is means a life had to have been lost.

I did manage to get out. However my life has been turn upside down. I no
longer have a job. When you go for assistance, I find that you are treated
like a heard of cattle. You are sent from one agency to another being
informed that the next agency should be able to help you. Most of the time
they take all of you personal information and you never hear from them again.
So I was wondering if being unemployed as a results of 9/11 counts as being
a victim.

I would greatly appreciated an explanation. thank you.
