Relief fund distribution

Dear Mr. Kenneth Zwick,
As you consider rules for administering the September 11 Victims Relief
Fund, I ask that you include among relatives eligible for compensation only
those
who were indeed related to the victims by birth or marriage. Through the
centuries, 'family' has been understood to be defined by birth and
marriage, and I am sure that those people within the definition will easily
use up the money in the relief fund. Please do not allow other definitions
of 'family' to take needed money away from spouses and children of the
victims.
Thank you for considering my concerns. I look forward to hearing from you
about your efforts to ensure that victims of the September 11 attacks have
receive necessary help from the relief fund.
