Compensation?

You have opened Pandoras Box, I'm sorry to say. Yes, September 11th was
a tragedy, and yes, my heart goes out to all those less fortunate.
However, I feel that the Federal Government should NOT use the peoples
money in this manner. After all, there are all kinds of bad things
that happen, from tornadoes and hurricanes; fires; earthquakes; airline,
auto, and train crashes; ships sinking; floods,etc. and there was
NO victims compensation for them. The various agencies came in with some
help, and when it came to monetary matters, LOANS were made available at
reasonable rates, but that was all.

My question is: Why this and who voted for it (Numerical by Party)?
